The honest limits, before you spend time on it
What counts as blank
A line with nothing in it, or only spaces and tabs. A line with any other character, even a single dot, stays.
Every blank line, not only doubled ones
This removes all of them, including the single blank line between paragraphs. To keep paragraphs apart and remove only doubled blank lines, use Clean up text.
Nothing else changes
Lines with text keep their spacing, case and order.
Limits
Up to 1,000,000 characters of text, or a text file up to 2 MB.
